This is from the AGFC Regulations online

Feeding and Baiting Wildlife
Baiting is defined as the direct or indirect placing, exposing, depositing, distributing, or scattering of salt, grain, or other feed that could serve as a lure or attraction for wildlife to, on or over any areas where hunters are attempting to take them. It is legal to feed wildlife, with these exceptions:

Bears may not be fed or baited for any reason, including photography or viewing, unless it is 30 days before bear season through the end of bear season on private land in bear zones 1, 2, 5 and 5A. Click for more information.
Baiting is not allowed on wildlife management areas.
Migratory birds, wild turkeys, waterfowl or crows may not be hunted over bait if the hunter knows, or should reasonably know, the area is baited.
For turkeys, an area is considered baited for 10 days following removal of the bait.
Hunting deer over bait is prohibited Feb. 1-28.
Alligators may not be hunted over bait.

Ok I know I'm gonna catch crap here .. But I'm wanting to know is all public land a WMA ?? and if not ,is it then legal to bait a deer on public land thats not a WMA

I would say yes but your guess is as good as any one's the rule book really sucks canal water........
Too my knowledge all public land in Ark is part of a WMA. Unless there is some land in the Ouachita or Ozark National Forest that's not part of a WMA and the feds don't allow baiting either.

which would include Widerness areas
There is Corps land that is public and not a WMA. So no, all public land is not a WMA.
Ok so is there any land that is public that you can legally bait deer ?? I'm :head: or is that AGFC intention...
There are lots of food plots and ponds on WMA's. Get on Google Earth and zoom in on the WMA of your choice and look for one.
All public land is not in WMA's. You have Federal Forrest that are not in WMA's but they don't allow feeding either. You have Casey Jones property that is not a WMA, not sure if feeding is allowed or not.

I'm not so sure of that. I know that the Corps land surrounding Lake Dardanelle is part of Dardanelle Wildlife Management Area. I suspect that most, if not all, Corps land in the state is included in a WMA.
I dont know why they dont just say NO baiting on Public land if thats the case or on Private Land only like Bear...they seem to leave the door open by specifically saying WMA.. :head:
The Corps land around Lake Ouachita is not WMA, but I don't know about baiting there. I would guess no, but that's just a guess on the conservative side.

There is some Corp land that is being managed by the AGFC and the rules for the AFGC will apply.
If it is "public" (Corps) land in Arkansas...and...hunting is allowed, then The AGFC controls it and has an assigned WMA number.
I know that all of the corp land around the lakes I'm familiar with is called a WMA, ie: Beaver Lake WMA, Norfork WMA, etc.
Best I can figure, all of the Nat Forest is split into WMAs as well.
Some public land may exist that the AGFC hasnt claimed, but I doubt it.
Up until last year the Corp land around Lake Degray was public, but not part of a WMA. You can hunt the Corp land around Millwood and it's not part of a WMA.
WMA's in Arkansas are ran & managed by the state.....

NWR's in Arkansas are Fed owned & managed.....

National Forest are Fed owned & managed (I believe).....

Corp land, I'm not sure of.....

Not all public ground is a WMA, by definition
I've got land in just across the river at calico-it's in the Sylamore WMA. I have been told, and other landowners do it over there and we all understand it's okay- to bait bear, deer, hogs, skunks, or loose women. I'm tellin' ya, it takes a Juris Doctorate to understand their laws.:banghead:
