Are there any cities that allow it or is it special permits only. Property I have access to was recently annexed into the city

If it's prohibited, there will be a city ordinance saying so. If not, it's legal. Call your police department or city hall. It's legal in my town.

Went to talk to some friends in the real estate department today, come to find out the city only annexed the road, (several parcels on it, some of which were already in the city). Hanging stand tomorrow.
