trouble accelerating and idling.....once i get it top end...runs like a champs.....cleaned whizzer....new plugs....cleaned carb...changed gas....

anything else?

tweaked all that....hand control throttle with calon off and all is well

That ain't something you tweak. It's a replacement. That's what my problem was with mine.

never been tampered with to my knowledge....but i thought it just didnt want to mess with it

I have had to put some of the blue locktite on them to keep.em from moving in a 25 merc before and the adjust should be 1.5 to 2keep turns out and they can move due to vibration.....
