Can I nail or strap meat to a tree and put my trap at the foot of that tree or does that go along with the feather and fur restriction?

No that would be illegal. No visable animal parts within 20 feet of a trap. Just dig a small hole in the gound and put your meat down in there and put your trap in front of it.
