$5 wont get anyone to go out and hunt hogs. Those that are already killing and trapping them will just get $5 for something they were already doing.

They are already able to get a lot more than that selling to commercial hunting operations.

You can also sell hogs to commercial processors in TX - but, you would have to be set up to haul them. Local hunters/trappers would just cut the tails off the ones they are already killing and throw them in the freezer and collect bounty when they had 20 or 30 of them. Take the wife out to eat, buy a 30 pack on the way home - and start over again.
