Feel free to trout fish 365 days a year! Game and Fish has a good stocking plan on cold water rivers in Arkansas.
Best river's to fish for trout are Spring(northeastern AR), White/Norfork(upper central Arkansas, and Little Red(Heber Springs). There are other spots to fish for them, but those are the best. Olive Wolly Bugger's are always a good choice for any river in AR, and corn, trout worms, nightcrawlers, and an endless list of natural baits work. (Just for the critics....no trout can not digest corn, and to much of it will kill them)

Just got back from the Little Red, and caught a few on Salmon eggs. I was using the Gulp corn (artificial) did not catch one trout on it alone, but did coupled with salmon eggs. I also caught a duck. Scared the crap out of me!
